NYC Drives National Housing Starts To Biggest Gain In 2 Years- The Commerce Department reported today that new housing starts had their largest gain in nearly 2 years- thanks to New York City. Citing a construction code change (must be referring to the 421-a expiration), NYC was largely, if not entirely responsible for the 9.1% increase in starts.
